Off-The-Job and ESFA Funding Rules from August 2022

The following resource will support Centre Managers and Administrators to understand the changes to the way that Off-The-Job hours are setup and recorded in the portfolio for all learners who started after the 1st of August 2022. These changed do not apply to learners who started their apprenticeship prior to this date.

What Changed Have Been Introduced?

The ESFA has announced that the minimum 20% off-the-job training rule will change to a flat baseline requirement of six hours per week from 1st of August 2022. To reflect this, One File have made some changes to how the OTJ target will be calculated and how Off-The-Job progress is measured in the portfolio.

Within the learner’s portfolio you will now be able to record the:

  • Planned OTJ Hours, 
  • Minimum OTJ (Hours per Week),
  • Duration (Weeks),
  • Leave Entitlement (Weeks per Year),
  • and Contractual (Hours per Week).

By using the 6 hours per week rule and the statutory leave entitlement, the One File portfolio will calculate the Minimum OTJ (Hrs) that the learner must complete to be eligible for ESFA funding.

These changes will only apply to learners that start on or after 1st August. Their Off-The-Job progress will then be measured as the percentage of the Planned OTJ that they have completed.

Note: that Minimum OTJ (Hours per Week) will default to 6 Hrs and Leave Entitlement (Weeks per Year) will default to 5.6 Wks.
